A presente dissertação insere-se no âmbito da segurança e saúde no trabalho da construção, sector que apresenta um dos mais elevados índices de sinistralidade laboral, nomeadamente em Portugal. A opção por este estudo deve-se à carência de informação compilada e disponível, sobre a aplicação dos princípios gerais de prevenção na fase de projecto, nomeadamente quanto à forma como estes devem ser atendidos numa perspectiva de todo o ciclo de vida dos imóveis. Pretende-se assim esclarecer o significado do preconizado na legislação em vigor, quando obriga os autores de projecto a “aplicar os princípios gerais de prevenção durante a elaboração dos mesmos”. Para o efeito foram apresentados diversos exemplos práticos e propostas de “listas de verificação”, visando estas sistematizar a aplicação acima referida. Analisou-se também o significado e a forma de aplicar a exigência legal de “proceder a alterações das opções arquitectónicas, e/ou técnicas, e/ou organizativas”, com o objectivo de fazer com que os princípios gerais de prevenção sejam atendidos em fase de projecto. Absract: The present dissertation covers the field of Safety and Health at Construction Sites, a sector that presents one of the highest Accidents Rates at work in Portugal. The option for a study like this one is due to the lack of compiled and available information about the enforcement of the General Principles of Accident Prevention at the Project Preparations Stage, namely how these General Principles should be considered in a life-cycle perspective of the properties. We thus intend to clarify the meaning of the proposed legislation in force, when it obligates the project authors to apply the ‘General Principles of Accident Prevention during the Project Preparations Stage’. We’ve introduced, therefore, different practical examples and have proposed ‘Check Lists’, in an attempt to establish a frame of the above-mentioned application. We’ve also analyzed the meaning and the application form of the legal demand when it mentions the fact of ‘altering the architectural, technical, or organizational options’, with the purpose of granting the implementation of the General Principles of Accident Prevention, during the Project Preparations Stage.
