Dissertação de Mestrado apresentada à Escola Superior de Educação do Instituto Politécnico de Castelo Branco para cumprimento dos requisitos necessários à obtenção do grau de Mestre em Intervenção Social Escolar.
A interação entre as desigualdades sociais e escolares, adquire visibilidade nas escolas após a massificação e democratização do sistema de ensino. A diversidade de características dos alunos veio colocar novos constrangimentos e desafios. As desigualdades escolares tornam-se mais evidentes e a sociologia da educação começa a estudar as suas relações com as desigualdades sociais. Numa sociedade em que muitos dos que entram na escola vêm de contextos diferentes, quer familiares quer sociais, torna-se fundamental definir e implementar políticas que diminuam estas desigualdades, de forma a promover o sucesso educativo de todos os alunos, assim como, o seu bem-estar na escola. Assim, os sucessivos governos criaram, ao longo do tempo, diversas medidas de política, como é o caso da Ação Social Escolar, dos Territórios Educativos de Intervenção Prioritária (TEIP) e diversos programas e projetos de combate ao insucesso escolar como o Turma Mais, o Fénix e outros. O presente trabalho investiga através da perceção dos atores escolares se as medidas de política educativa atualmente aplicadas nas escolas contribuem para minimizar ou exponenciar as desigualdades escolares dos alunos. Para tal foram recolhidas e analisadas as opiniões de professores, técnicos e alunos das escolas inseridas nos Territórios Educativos de Intervenção Prioritária do distrito de Castelo Branco. Assim este trabalho realizou-se nas duas escolas TEIP desse distrito, recolhendo dados através de entrevistas a coordenadores do Programa TEIP, técnicos especializados e ainda aos alunos por meio de inquéritos por questionário. Desta investigação é possível concluir que as medidas de política estudadas apresentam, na opinião dos atores, efeitos positivos na redução das desigualdades e na melhoria dos resultados, apresentando também um impacto positivo na resolução ou minimização dos problemas das escolas. No entanto, a relação evidenciada entre o insucesso e o estatuto socioeconómico dos alunos (através da Ação Social Escolar) mostra que, apesar da perceção dos atores, a reprodução das desigualdades continua presente. Também foi possível concluir que o Programa TEIP é positivamente valorizado especialmente pela possibilidade de adaptação à especificidade do território. Por fim, os dados mostram ainda uma associação entre o insucesso dos alunos e a desvalorização da sua opinião, percecionada pelos próprios.
The interaction between social and school inequalities acquires visibility in schools after the massification and democratization of the education system. The diversity of student characteristics has created new constraints and challenges. School inequalities become more evident and sociology of education begins to study its relationship with social inequalities. In a society where many of the students comes from different contexts, whether family or social, it is essential to define and implement policies that reduce these inequalities, in order to promote the educational success of all students, as well as their well-being at school. So, the successive governments have, over time, created several policy measures such as “Ação Social Escolar”, “Territórios Educativos de Intervenção Prioritária (TEIP)” and several programs and projects to combat school failure such as Turma Mais and Fénix, among others. The present work investigates through the perception of school actors whether the educational policy measures currently applied in schools contribute to minimize or exponentiate students school inequalities. To this end, the opinions of teachers, technicians and students from schools, were collected and analyzed, insered in the Educational Territories of Priority Intervention in the district of Castelo Branco. So, this work tooked place in the two TEIP schools in that district, collecting data through interviews with coordinators of the TEIP Program, specialized technicians and also with students through questionnaire surveys. From this investigation it is possible to conclude that the studied policy measures have, in the opinion of the actors, positive effects in reducing inequalities and improving results, also presenting a positive impact in solving or minimizing the problems of schools. However, the relationship between the failure and the socioeconomic status of the students (through the Social Action School) shows that, despite the perception of the actors, the reproduction of inequalities is still present. It was also possible to conclude that the TEIP Program is positively valued especially for the possibility of adapting to the specificity of the territory. Finally, the data still shows an association between the students failure and the devaluation of their opinion, perceived by the students themselves.
